Yesterday's weather in the 70's gave the crew on Abstract time to make some last minute preparations before the start of this year's CYC Oregon Offshore International Yacht Race.

SAILING INSTRUCTIONS
The notation ‘[DP]’ in a rule means that the penalty for a
breach of that rule may, at the discretion of the protest committee, be less
than disqualification.
1
RULES
1.1
The regatta
will be governed by the rules as defined in The
Racing Rules of Sailing (2017-2020).
1.2
The US
Sailing Prescriptions shall apply, except that the US Sailing Prescriptions to
rules 63.2 and 63.4 are deleted and shall not apply.
1.3
The current International
Regulations for Preventing Collisions at Sea (“COLREGS”), US and Canadian Coast
Guard requirements, and the 2017 PIYA Safety Equipment Requirements as modified
for the Oregon Offshore race shall apply. [DP]
1.4
In the event
of any conflict between the Notice of Race and these Sailing Instructions, the
Sailing Instructions shall take precedence.

NOTICES TO COMPETITORS
2.1
Notices to
competitors will be posted on the official notice board located at www.oregonoffshore.org.
2.2
The race
committee will utilize VHF channel 72 for communications at the start and VHF
channel 71 at the finish. Failure to do
so, the failure to hear the communication, or any other issues regarding the
communication shall not constitute grounds for redress. This changes RRS
62.1(a).

CHANGES TO SAILING INSTRUCTIONS
3.1
Any change
to the sailing instructions will be posted before 1800 hours on May 10, 2017 on
the official notice board at www.oregonoffshore.org.

SCHEDULE
4.1
The start
time will be 1000 hours on Thursday, May 11, 2017. Race Committee reserves the
right to make changes to the previously announced time no later than 0700 hours
Thursday, May 11, 2017.

CLASS FLAG
5.1
The Class
flag shall be pennant number 1 for all classes.
6
THE COURSE
6.1
The Course
shall start in a northerly direction between the Race Committee Boat and Buoy 2
at the mouth of the Columbia River. Proceed leaving Duntze Rock Lighted Whistle
Buoy to starboard. Finish in a northerly direction between the buoy V-21 (left to port) and the Ogden Point light (left to starboard). The course
length is 193 nm.
6.2
The course
may be shortened at the discretion of the Race Committee if a class has fewer
yachts finish within the time limit than it has trophy positions. All skippers
are to make note of their time when passing 124º45’W longitude, leaving Duntze
Rock Buoy to starboard. If the course is shortened, this will be the finish
time. Yachts which abandon racing after passing 124º45’W will be scored if the
course is shortened for that class. This changes RRS 32.

THE START
7.1
The start
time will be 1000 hours on Thursday, May 11, 2017. In the event of a
postponement, Race Committee will fly an AP flag at the Astoria Yacht Club
accompanied by two sound signals. Additional communications over VHF Channel 72
no later than 0700 hours, Thursday, May 11, 2017
7.2
The race
will be started by using RRS rule 26.
7.3
The starting
line will be between the Race Committee Boat “Coho Sally” and Buoy 2 at the
mouth of the Columbia River.
7.4
The Race
Committee Boat will be on station at Buoy 2 for 60 minutes after the start, or
until all yachts have crossed the start line, whichever occurs first. A yacht
starting later than 60 minutes after the starting signal will start herself,
leaving Buoy 2 to starboard.
7.5
If any part
of a yacht’s hull, crew, or equipment is on the course side of the starting
line during the two minutes before her starting signal and she is identified,
the Race Committee will attempt to broadcast her sail number on VHF channel 72.
Failure to do so, the failure to hear the communication, or any other issues
regarding the communication shall not constitute grounds for redress. This
changes RRS 62.1(a).
7.6
When a
general recall has been signaled, the code flag “First Substitute” will be
flown. A new Warning signal will be made one minute after lowering this flag.
8
THE FINISH
8.1
When a boat
has safely cleared Race Rocks, she shall make a reasonable effort to contact
the Race Committee on VHF Channel 71 or call (503) 799-8718. [DP]
8.2
When a boat
is within 1 mile of the finish, she shall notify the Race Committee on Channel
71, or call or text (503) 799-8718 that she is about to finish. [DP]
8.3
The finish
line shall be between the light on the Ogden Point Breakwater, located at 48° 24.810 N and 123° 23.682 W and buoy V21 with a green 4 second flashing light
(Please see CHS Chart 3412). Boats shall shine a light on their sail numbers
prior to crossing the finish line. [DP]
8.4
The Race
Committee will attempt to notify boats of their finish on VHF Channel 71.
Failure to do so shall not constitute grounds for redress. This changes RRS
62.1(a).
8.5
Each boat
shall record her finish time and provide that time to the Race Committee within
60 minutes of her finish. [DP]

TIME LIMITS
All yachts must finish within 72 hours after the starting signal or by
1000 hours on May 14, 2017, whichever comes earlier. Yachts finishing after
this deadline will not be scored.
10
PROTESTS AND REQUESTS FOR REDRESS
10.1
Protest
forms are available from the Race Committee, located at the finish line.
Protests and requests for redress or reopening shall be delivered to the Race
Committee at the finish line or by emailing a completed protest form to oregonoffshore@cycportland.org.
10.2
For each
class, the protest time limit is 120 minutes after the last yacht has finished.
10.3
Notices will
be posted at www.oregonoffshore.org no later than 90 minutes after the protest time
limit to inform competitors of hearings in which they are parties or named as
witnesses. Hearings will be held in the protest room on Sunday, May 14, 2017,
location and time to be announced.

SCORING
11.1
The scoring
system to be used is the Low Point Scoring System in Appendix A of the Racing
Rules of Sailing.
11.2
Ratings for
scoring to be used are:
11.2.1
PHRF Classes
shall be rated according to their current PHRF NW rating.
11.2.2
Cruising
Class shall be rated as a level fleet, subject to scoring penalties for
motoring.
11.2.2.1
Each
Cruising Class yacht shall provide to the Race Committee within 60 minutes of
her finishing time a motoring penalty worksheet which includes a
latitude/longitude position and time for the beginning and end of each distance
motored.
11.2.2.2
The motoring
penalty shall be calculated such that each section motored will average 2 knots
velocity made good (VMG).
12
SAFETY REGULATIONS
12.1
A yacht that
retires from the race shall notify the Race Committee at the first opportunity,
by calling over VHF Channel 71, or by calling or texting (503) 799-8718. [DP]
12.2
All yachts
must check in with MCTS Prince Rupert (formerly MCTS Tofino) on VHF channel 74
when transiting north of 48ºN latitude and prior to entering the Strait of Juan
de Fuca. MCTS Prince Rupert may give further instructions regarding transiting shipping
lanes. Each yacht must comply with these requests from MCTS Prince Rupert. [DP]
12.3
All yachts
must check in with Seattle Vessel Traffic (VTS) on VHF channel 5A when their
yacht enters the straight transiting east of 124º 40’W longitude. VTS will have
a list of all yachts competing in the race and will list you as overdue with
the Coast Guard if you do not check in. [DP]

DISCLAIMER OF LIABILITY
Competitors
participate in the regatta entirely at their own risk. See RRS rule 4, Decision
to Race. The organizing authority will not accept any liability for material
damage or personal injury or death sustained in conjunction with or prior to,
during, or after the regatta.

INSURANCE
Each participating yacht shall be insured with
valid third-party liability insurance with a minimum cover of US $500,000 per
occurrence liability insurance that does not contain an exclusion from sailboat
racing, and which covers property damage, personal injury, and death

2.3 Wednesday, May 10, 2017. Boat check-in, Astoria, Or.
2.3.1 Skipper or representative must check in with the Race Committee between 1500 and 1730 hours at the Astoria Yacht Club, 300 Industry St, Suite 201, Astoria, OR, 97103, on May 10, 2017.
2.3.2 The skipper of each yacht must submit a final crew list on the appropriate form, as well as crew waivers, at check-in. Final class breakdowns will be announced at this time, and changes or additions to the sailing instructions will be posted on the official notice board at www.oregonoffshore.org before 1800 hours on May 10, 2017 and distributed in writing at the Skippers’ Meeting.
2.4 Wednesday, May 10, 2017. Skippers’ Meeting, 1800 hours at Rogue Public House, 100 39th St, Astoria, OR 97103.
2.4.1 Attendance by the skipper or a representative at the Skippers’ Meeting is mandatory. ANY YACHT WHOSE SKIPPER OR REPRESENTATIVE DOES NOT CHECK IN BEFORE THE SKIPPERS’ MEETING OR IS NOT PRESENT FOR ROLL CALL AT THE SKIPPERS' MEETING MAY BE DISQUALIFIED.
2.4.2 Attendance is limited to 2 people per yacht for the first 45 minutes. At that time, all crew are welcome and encouraged to join us for a social, with t-shirts, hats, raffle prizes and drinks available for purchase. Please see www.oregonoffshore.org for updates.
2.4.3 Transportation will be provided to and from the Skippers’ Meeting from the west basin marina via the Historic Astoria Trolley. The Trolley will leave at 1730 hours for the Skipper & Navigator then a second trip will leave at 1830 hours. Return trip back to the West Basin marina 2030 hours
2.5 The race will start tentatively at 1000 hours Thursday morning, May 11, 2017. Exact start time will be announced at the Skippers’ Meeting.
2.6 Sunday, May 14, 2017, 1100 hours. Awards BBQ at Royal Victoria Yacht Club.
2.6.1 This event will be completed in time for participants to get to the Black Ball Ferry in time for the 1600 departure for Port Angeles.
2.6.2 Transportation will be provided via private bus to and from the marina and RVYC. Shuttle times are 1030 and 1110 hours to RVYC followed by 1300 and 1345 hours back.

Schooner Creek Boat Works
Schooner Creek is proud to have not one but two boats built by our company racing in the 2017 Oregon Offshore International Yacht Race. Rage, a Wylie 70, and Hana Mari, Wylie 43, will be competing again this year. Both boats were built using COVE construction. This process involves laminating wood veneers over a foam core for an incredibly strong and light weight boat. We wish them and the rest of their competitors smooth sailing!

Customs: Difficult conversations
As a reminder, all boats are required to visit the customs dock when arriving in Victoria (pointed out below with a red arrow). Canadian laws are strict about any visitors who have DUI/DWI and/or Possession charges. We suggest each skipper verify that each crew member is in good standing prior to setting sail to avoid being denied access to Canada.

2 SKIPPER AND

In
keeping with RRS US prescription 82, we have modified the language of both the
Skipper waiver and Crew waiver. This renders previously signed waivers
obsolete.

1700 hours May 10, 2017.
3 SAFETY
EQUIPMENT
The below is
changed to read:
Gear: Life rafts
3.39 A boat shall
have adequate life raft(s) designed for life saving with designed capacity for
containing the entire crew. The raft shall be capable of being carried to the
lifelines within 15 seconds, and must be equipped with drogue and painter. If
inflatable, it is recommended that it have two parallel buoyancy compartments.
The raft shall hold a current certificate of inspection, and must be equipped for
both manual and automatic inflation. If the raft does not provide capacity for
the entire crew, a boat may be equipped with survival suits for each person
aboard for whom life raft capacity is not provided. The suit shall be a
universal size suitable for donning over regular clothing for keeping the
wearer dry and afloat, shall be coverall type and shall include in its
construction closed cell foam insulation designed to ensure survival from
hypothermia of the wearer for a minimum of three hours when floating in 54F
water. The suit(s) may be stowed below decks but must be readily accessible to
the companionway. Suit(s) shall be government approved for survival usage.

Entry: Raindrop, Cascade 36
Last but not least, we have our final entry, the mighty Raindrop, Cascade 36, hailing from Portland. Skippers Joby Easton and Bill Huseby have been running a solid race program for awhile, 2008 Pac Cup, multiple Oregon Offshore races, including winning their fleet in the 2017, followed by an excellent race in the 2017 Vic Maui. Joby has put himself out there as a OOR mentor so if you are new to the race, he is a great resource.

Excited to have Astoria based AYC/CYC Portland members Tom Brownson and Liz Bartell enter their
Ericson 38 again this year. Cantata has been a long time supporter/participant of OOR and Tom has been helpful in allowing us use of the Astoria Yacht Club for skipper check-ins. Together we make the OOR great!
PHRF rating of 147.
Cruising Class Entry: Souffle, Cal 34
Mr Bowties is back! Phil Lewis, of Portland, OR, will race his Cal 34, Souffle, in Cruising Class again. Will they have any competition? Rumor has it another boat is considering making the switch over the Cruising class....TBD. We always enjoy this cruising class act crew.
